Is there a way to kick off a SQL Agent job from Decisions using a built in feature OR do I have to create a query and run a raw sql step similar to this "EXEC dbo.sp_start_job NXXXX"

There isnt an out of the box way to achieve this. I think you are on the right track with using an exec query, but instead of using a raw SQL step, I would use the "add query" option under database integration.
