Unable to use Custom HTML in assignment notification email

I have create a custom HTML template along with the content of the email using custom merge step.

I am able to use this custom html in send email step and its rendering as expected but when i use the custom notification email steps (link below) and then use html in the email body, the email render it as a raw text.

Is there a way to use html in the assignment notification email?
