Stop a flow from running in prod

Is there any way to mark a flow as TEST environment only?

Or to mark it to NOT be able to deployed to a production environment, even though it is part of a project that is being deployed.

Hmm from an issues validation:

This implies that the InProduction setting can be used for this task. That this means that if the flow is run normally (i.e. NOT as a simulation type of unit test or debug), and it is a production environment, then the simulation path will be run. Is this true?

My reading of the documentation suggested this was in SIMULATION type runs in production, but perhaps that's not true.

If true, how is the production environment identified? License? Installing setting?
