How can I create users within Decisions?

Administrators are able to create and manage accounts at System > Security > Accounts folders. Here, the administrator will choose CREATE ACCOUNT where credentials, personal information, and their associated groups will be added. The minimum account requirements are Email, Password, and Password Confirmation to create the initial account.
