How Does Report Sorting Priority work?

I have multiple sorting filters running on my report and some of them seem to not be getting respected. Does Decisions sort in a priority queue based on which was made first?

Yes, there will be a number that pops up next to the sort arrow icon indicating what priority it is. For example, if you're sorting by the column "Date" and that is the second column you sort by, the number "2" will appear next to it.
