How can I get a form to go to a user without going straight to their inbox?

I'd like the form to show up for Decisions users when they log in. Is this Possible?

    You can utilize a number of ways to get forms to the end user without logging into decisions. If they are already decisions users you can send them an assignment URL using a step like "Get Assignment URL" in the Assignment Services category of the tool box. You can also utilize guest access to forms that you send out.
