Restrict user from creating root folder

Q. How can I restrict any user from creating root folders in Decisions?

To avoid anyone form creating folders you'll need to make sure they are not part of "Group allowed to create root folder" group. Also make sure that this settings "Allow any user to Create Root folder" is unchecked under Portal Settings. You can verify this by navigating to Settings → Portal Settings → Root Folder Settings.
