I would like to setup a HA Cluster Server. When running the Decisions installer for the first time, do I need to choose the Failover (HA) Server option, or do I choose to run the Standard Server setup?

When running the installer to setup a HA Server you do not have to choose the option for Failover (HA) Server option. You first want to run the installer with the Standard Server. The Failover (HA) server is a better option when setting up a server for Disaster Recovery scenarios.

In your case most of the setup process will be the same as normal. The Clustering will be setup after the install is complete.
