When changing a users home page, is there any way make this change happen globally across all accounts?

Unknown

Yes, you can make the same home page change to groups as well. You can edit the [b]All Users[/b] group and pick the [b]Default Folder[/b] to be your desired new home page. This will change the home page for all users to this new default home page until the specific account/group specifies somewhere else.
