SMTP settings in Decisions, not getting emails

We are trying to run approval flows where emails need to be generated as part of the process. We have modified the SMTP settings per the following Decisions documentation:

Unfortunately, the emails are still not coming through. Any ideas?

Hi Leo,
In the installer EDIT SETTINGS window, or in the Settings.xml file located at C:Program FilesDecisionsDecisions Services Manager, can you confirm that the "BypassSMTPServer" setting is set to "false"?
If this is set to "True" and you are trying to use custom SMTP settings, Decisions will ignore your settings and attempt to send emails directly from the application server instead.
