Can Non-Administrators \Restart Instance\" ?"

I apologize if this is documented. I’ve tried to find the answer myself.
What security settings/permissions are required in order to be able to execute the “Restart Instance” command?
Is it possible to give this ability to any user and/or group WITHOUT giving them full Administrator privileges?
The problem is that the Decisions server needs to be occasionally rebooted due to sluggish performance. When this happens, we need to use “Restart Instance” because it provides a countdown of warning notices to current users.
I’d like to enable one or more accounts to have this ability. But I would like to AVOID giving them full Administrator privileges.
Is this possible?

Hello,
Currently, we do not allow non-Administrators to restart the instance from Decisions or allow the ability to only do this without making them an admin. Let me know if you have anymore questions.
