Setting Permissions to Change Assignments

What type of permissions must a user have to change an assignment out of their queue to another user?

In our Decisions platform, we have a way to set permissions for individual folders. To access this, you will need to click on the folder and find the “Manage Permissions” bar. In this screen, you will be able to add accounts and groups that are allowed special permissions to the folder, such as editing or viewing. Note that this must be done on an ADMIN account.
If you only set "CanEdit" on the folder in question it does grant the user permission to all of the actions under "Change Assignment" and "Manage Assignment." It also allows the user to manage the tags on that folder, or make it their home page. But it should not give them permission to edit reports or pages, unless some other permission or group allows them to already.
