I want to hide the Query Editor from some Designer users. Is there a way to do this?

We will need to user a Action Visibility Rule to hide.
1)Create a Folder Configuration.
Information on creating a configuration folder can be found in the following documentation:
Creating a Configuration Folder for Built-in Decisions Data Types - Managing Data Structures""
2)For the Type select, "DesignerProjectFolder [DecisionsFramework.Design.DesignerProjectFolder]"
""
3) This will create a configuration Folder. In here you want to create the action visibility Rule.
For reference see image below.
Additional Information on Action Visibility rule can be found in the following documentation: Entity Action Visibility - Managing Data Structures (decisions.com)""
4)As a result, the user who is in Test Group 1(for this example) will not be able to have access to the Query Editor

Howdy, Stranger!
