You will need a secure embed code from PowerBI, details on acquiring that are found here:
Finding the URL for embedding in PowerBI - In a New Tab or window, go to your PowerBI Dashboard / Report you want to embed.
At the top you will see ‘...’ for more options. Click this and go to Embed > Website or Portal.

Take a display HTML part from your Decisions steps catalog and paste the embed code into the URL property:

Ensure Display mode in HTML Portal is set to inline, and source type is set to URL.

Note : To remove the Page Tab and Filters add this to the end of the URL ‘&filterPaneEnabled=false&navContentPaneEnabled=false’,
