Test Flow is just the old Debugger tool.

The Unit Test feature is there to save you time. By setting up a Unit Test you can specify flow input data once and use that data to test your flow as many times as youd like. The Unit Test feature also allows you to create multiple tests so you can quickly run your flow with different inputs which makes testing rules and conditions within your flow more efficient.
Using the est flow" or "unit test" options will use the debugger tool. "
