Matching Decisions Group IDs to External DB PK

Im needing to match Decisions group IDs to an external DB tables primary key. However, from my understanding groups cannot be pushed from dev to prod, so a new group ID in prod will have a different ID; it seems impossible to match the external DB tables primary key with both production and development environments.
Any insight into this? The other solution would be to manually change the group/account IDs in Decisions through a query, but Im unsure of other ramifications this may cause.
