Generate excel file with hyperlinks

Hi,
Using the steps available in decisions, is it possible to
1. create a hyperlink to a different location within the same excel file
2. lock workbook, worksheet or specific columns
3. Is it possible to put a constraint on a cell so that it can accept only a list of values (in Excel is data validation, settings, list)
