Microsoft Outlook .OFT files

Can Decisions generate Outlook .OFT files? One thing wed like to do is generate a draft email for someone to review, and when theyre done they can just click send and be done. So it would be nice if Decisions could generate an .OFT file, and then email the .OFT file to one of our users as an attachment to an email. Im willing to bet Im not the only one who would like to do this. Does the functionality already exist somewhere?
