This can be accomplished using scheduled jobs.
Start by navigating to [b]System > Jobs And Events > Scheduled Jobs[/b] and clicking the [b]Add Schedule Job[/b] button.

To run a flow specifically 3 times in a day youll need to create three scheduled jobs at "Specified Time" and have them each call the same flow.
