Decisions 9 - group definitions are not included in repository check ins

In Decisions 6,7,8 - when you added a GROUP to a project, checked-in the project, the group also was included in the repository.

In Decisions 9, I added a new group to a project in a hub, the group is not included as part of the check-in.

Is there a setting I'm missing? How to I move the group definitions from lower environment to PROD to ensure these groups have the same ID in ALL environments?
