Multiple Developers working with Development Server via IIS

We currently have Development, Non-Production, Repository & Production Server all IIS hosted on Windows Server. As my team grows we have will face a problem with multiple people working on the same project inside Development Server. My plan is to change this to a practice like how Developers work with GitHub.

I am looking into getting Decisions installed on everyone's work machines connected to a central SQL server with different databases for all developers. Any change that needs to be done will be done on one's local machine first, then they checkin to Repo and checkout into Non-Production. Everyone maintains their own version of developments in their machine and can checkout latest changes from Repository if someone has pushed their change to Non-Production.

Is this viable?

Do I need to get multiple licenses for everyone's machine?

Can repository be used from personal license? We have Enterprise license for Development, Non-Production, Production & Repository, can we not re-purpose Development Server for something else and get licenses for personal computers?
