How Active Users Report Source its data

Where does the Active Users Report Source source its data? i.e. how are these users identified?

Active user reports are sourced from the Account table. This table has the account details of all users. It has one column IsActive.

If the IsActive is True then the account is active and if it's False then the account is inactive.
