Permissions Issue

I can't seem to get a Group of users to access user actions despite them having all access to the folder checked off and no user actions rules on the Entity. What am I doing wrong?

Verify that the group has the correct permissions to the configuration folder. You can verify what the permissions are by using the Folder Permissions Audit.
