Is there a way to add the option to have a Drop Down list have values but allow write in options? I have the need for the user to select a vendor, but if it is not there, then write in the Vendor name. Is this something Decisions can do?

To allow users to enter a value other than values from the Dropdown list, we need to enable the Allow external values to be selected property on the Dropdown.
