In my production environment i found a setting that allowed Admins to impersonate any user. I cant seem to find that setting again in my Dev environment. Where is this setting?

Nevermind, i randomly found it. In Security --> Groups, Highlight Administrators. Portal Administrator Module Rights come up as an option on the right, click edit and there is an option.
