Warning Prompt before saving a flow

Hi,
I just wanted to query a prompt that seems to appear upon save of a Flow with dependencies. The suggestion seems to be that one should be manually checking whether any dependents have been broken? What triggers this prompt?

Hi,
This warning indicates that making a change to the current flow does not directly affect any of its dependent resources (forms, rules, etc), and so the user may need to change these resources accordingly as well.
This warning can either be disabled, or the threshold # of dependencies to trigger this warning can be modified by navigating to System > Settings > right click Designer Studio > click Edit.
Then, from the resulting window, find the "Show Warning if Item is Related To More Than X Other Rules and Flows" property (see attached) and increase the value to the desired threshold (an arbitrarily high value such as 9999 will effectively disable the warning).
