Is a FolderBehaviorActionsFolderBehavior Configuration Extension the best way to add an action to a specific normal folder? I want a specific user action to appear for just one folder, but Im not 100% on what the best practice for this is.

If you want to add a user action to just one folder with default folder behavior, just go to Manage > Page/Dashboard > Add Flow As Action and select a flow.
