In order for users to access the assignment they will need permissions on the folder which from my understanding you do not want them to see. One way that this can be accomplished is by using an Add Account Permission in your flow right after you set up your process folder. This step can be found in Integration>Internal Services>FolderService>AddAccountPermission. This should give them access to their appeals but not the parent folder itself.
If your Normal" users are a group then you can use the Add Group Permissions Step in the same folder.
You will need to give your accounts can use permission on this step for them to be able to get access."
