I was going to suggest placing whatever flow/steps you used to create a user account into an Async Sub Flow and run it from there. When a flow goes Async, its run as System. Which is similar to the solution you found.
could you send me a screenshot of the property and step you used? I want to be sure that this is expected. -
Attached is the setting I used. Since I was looking for a return from the flow, I also thought about running the flow as a service and running with a Named Session.
