"No Actions" when right-clicking row on report

I'm working on creating a report that has right-click actions, however any row that I right-click on only displays "No Actions". What would be the best way to restore the right-click actions?

  The configuration for Row Click Actions can be found in the Report Designer View Properties. Under VIEW > Grid, check "Always Show Action on Row". You can read more about this on our documentation site, https://documentation.decisions.com/v8/docs/row-click-action-types
