XML serialization, set namespace and schema

When I serialize a XML the name space and schema are always
xmlns:xsd="http://www.w3.org/2001/XMLSchema" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance"
I need it to be to
xmlns="http://homehealthcahps.rti.org" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance"
I dont see an option to change this setting

Are you able to send over your xml for us to take a look at, and confirm what version youre working with.
