Refresh the dropdown list used in Data Repeater

In my requirement, when I select ID in the first row the filtered list gets created from active form flow and that filtered list is being used in the dropdown from the second row of data repeater.

Now the issue is that, I select my data in first row then my active form flow runs and populate the filtered list and now If I clear the same data of first row via that (x) from the dropdown it is not giving me the complete required list. It is populating filtered list only which should populate from 2nd row of data repeater.

Do we have any trigger option as "Clear" for the data repeater? So that clear event will trigger and from my flow when first row data is empty it will pick up full list.
