Does IIS Affect Which Port You Can Install To?

I recently tried to install Decisions with the Self Hosted option. Partway through the install I got an error that says localhost is unreachable. I was using port 80. I know IIS runs through port 80 as well and I have that installed on my machine. Can this interfere with my Decisions install?

This is exactly the problem. Decisions defaults to installing on either port 80 or 443 depending on whether you do http or https. However, if the port is already occupied (which IIS will occupy port 80 in a way that Decisions can no longer access it) Decisions will need to be installed to a different port. This new port will have to be enabled in your environment and not occupied by another service to resolve the install error you got.
