how can we achieve that fields in one form are optional for some users and same fields are mandatory for others. Please suggest!

Hello!
This can be done using either Validation Rules/Flows (v6) or Active Form Flows (v7). Doing so, you can build a flow that fetches what groups the current account is a part of, and decide accordingly what the form should validate. You can even have certain fields hidden altogether from certain users. Im attaching some links to our Documentation site that explain these.
