IDE for developing Decisions code?

Which IDE does Decisions recommend for developing code?
If JetBrains Rider, which package (Rider, dotUltimate, All Products Pack)?
If Microsoft Visual Studio, which license (Community, Professional, Enterprise)?

JetBrains Rider is used by quite a few of our developers. I have had success using Visual Studio to create a custom module for Decisions, but you will run into issues if you use any form of VS 2015 or older. VS 2019 and newer would be recommended should you use VS. The higher tier VS licenses arent necessary either; you can use VS Community without issue.
