Forms loading to maximum size in the login Flows

We are using Forms in the login Flows and designed Forms to a specific size. But, the Forms always loads maximized to the screen size rather than to its designed size. Why is it so?0 -

It is expected for the Forms in login Flows to open in the maximum size instead of the designed size. This is because this gives us the ability to evaluate if users should be allowed to proceed or prevent it from doing so.0
