switching decision database

we are running decision with aws rds, microsoft sql. we need to restore the database from a snapshot but not able to figure out how to point decision to the new mssql rds instance. hope you can point out how we can accomplish this.

from the documentation, there is this DatabaseConnectionString in settings.xml (C:ProgramFilesDecisionsDecisions Services Manager), but its is encrypted and i could not figure out the format for this connection string.
